January 24, 2018 (Newton, Mass.) – Baton Rouge-based private equity firm Bernhard Capital Partners is continuing its aggressive growth strategy with the acquisition of three companies specializing in construction and program management for major infrastructure projects. The deal includes Engineering Testing Services Corporation (ETS). PSMJ Resources, Inc. initiated the transaction and provided financial advisory services to ETS.
With more than 500 employees, capabilities within the ETS family of companies include all aspects of environmental, geotechnical engineering, materials testing and special inspection services as well as construction management and engineering geology. ETS, headquartered in San Ramon, California, includes Consolidated Engineering Laboratories, United-Heider Inspection Group, Materials Testing and Inspection, CEL Consulting and Geosphere Consultants.

Bernhard Capital Partners combined ETS with recently acquired Moreland Altobelli Associates and PAVETEX Engineering to form Atlas Technical Consultants, which has more than 30 offices in 11 states and more than 1,000 employees, with major offices in Atlanta, San Francisco, Houston, Dallas, Austin, Salt Lake City, Boise, Portland and Honolulu.

Mr. Boyer brings nearly 30 years of experience leading firms in solving complex infrastructure challenges in new build, recovery and resiliency scenarios for federal, public and private clients in the U.S. Prior to joining Atlas, Boyer served as Chief Executive Officer of Atkins North America.
