Passengers arriving at Heathrow are being urged to think twice before accepting a ride from a driver who approaches them in the arrivals hall, after new consumer guidance highlighted a common misunderstanding: a licensed vehicle is not automatically a legal one.
Under Transport for London rules, only black cabs can legally pick up a passenger who has not pre-booked. Any other private hire vehicle — including a fully licensed minicab — commits a criminal offence known as touting if it accepts a fare without a prior booking. Enforcement has been significant: TfL has revoked more than 600 private hire licences for touting since 2008, with dedicated operations targeting organised touting activity at Heathrow specifically.
